The technology for making television accessible to the hearing impaired has been around for many years. Back in the 1960's some news programmes were already aired with "Open Captions",  or subtitles.

With the advent of widespread video use,  closed-captions became a reality. Today, in some North American markets, almost 70% of all television shows are closed-captioned, and virtually every new TV set sold contains a the decoder required to read them.
